Wyland. School bonds: bond accountability

Strengthens transparency requirements for financial and performance audits, by requiring that local BOC’s receive them when the district does, and requiring the district to make a written response to the findings of the audit no later than thre e months after receiving it. This ensures the BOC will have opinions from both the auditor and the district in order to help them craft their required annual report to the general public.

AB 2551 amends the tax rate statement within a local ballot pamphlet for a bond measure in order to ensure that the fiscal impact of the bond is appropriately stated. Examples could include a written description of how the tax rate calculation was made, etc. This information will provide valuable insight to voters before they make important decisions regarding the approval of long - term debt.

The accountability requirements include a requirement that the governing board of either the school district or community college district or the county office of education conduct annual, independent performance and financial audits. This bill would require the audits for each preceding fiscal year to be submitted by March 31 of each year to the citizens' oversight committee for its review.

The accountability requirements include a requirement that the governing board of either the school district or community college district or the county office of education conduct an annual, independent performance audit to ensure that the funds are expended only on the specific projects listed in the proposition authorizing the sale of the bonds. This bill would require a financial and performance audit to be conducted in accordance with the Government Auditing Standards issued by the Comptroller General of the United States.
